		<description><![CDATA[In a world with virtually unconstrained capital flows, countries such as New Zealand with limited amounts of domestic saving are simply finding it impossible to make non-residents bear the cost of taxation on the fixed return they demand for lending money to New Zealand businesses.  The need to exempt non-residents does not explain, however, why it was necessary to add an additional 200 bps to the New Zealand borrower’s interest costs by imposing AIL on the NZ resident borrower.

		<description><![CDATA[In the past 12 months we have seen a significant reversal in the “borrow and spend” mentality of the NZ consumer.  The growth in NZ household debt (which reached a peak of 160% of disposable income in December 2008) has abated and is now starting to decline. 

Just as the savings message finally appears to be getting through, the Government has announced, in the 2011 Budget, a reduction in the level of contribution it will be making to KiwiSaver.  Somewhat counter-intuitively, the Government also says that cutting the subsidy will actually increase savings. 

In this blog post I look at the changes to KiwiSaver and their likely impact.
